"Snap" Tool

The "Snap" feature causes measurements you place to "Snap" to other existing measurements.

You can press the "S" key on your keyboard to toggle this feature.

You can see whether the feature is currently applied by reviewing it's toggle option in the top-right section of your document viewer when you're placing measurements:
